Countries traditionally describe their wealth through land, infrastructure, natural resources, productive capacity and human capital. The age of artificial intelligence adds another asset: trustworthy data about the country itself. Economic statistics, company histories, scientific research, manuscripts, oral traditions, media archives and language corpora are no longer only records of the past. When governed well, they become inputs for better decisions, new products, research, education and AI systems that understand local reality.
Data does not become capital merely because it has been digitized. A pile of files is not infrastructure. Data acquires durable value when its provenance is known, its quality can be tested, its content is described, its links to other sources can be established, its legal conditions are clear and a process exists to keep it current. Georgia’s objective should therefore not be a single massive repository, but a trusted and distributed infrastructure connecting economic, cultural, historical, scientific and linguistic knowledge.
The World Bank’s World Development Report 2021: Data for Better Lives describes data as a development resource capable of creating public and private value, while also generating risks involving privacy, trust and the concentration of power. The European Union has translated a similar idea into common European data spaces for health, energy, agriculture, finance, manufacturing, public administration and other strategic domains. The objective is not to move every dataset into one database, but to enable secure reuse under common rules. That distinction is essential for Georgia: national digital capital must not become a centralized monopoly.
An Asset Unlike Conventional Property
A factory can operate in one place at a time. The same dataset can be reused for several purposes without being consumed. An economic time series can support public-policy evaluation, a company’s market forecast, university research and an AI agent answering a citizen’s question. This capacity for reuse is a major source of economic value. It also explains why data requires different governance from physical assets. Personal, commercially sensitive or copyrighted information cannot become open simply because reuse might create social benefit.
A national digital-capital system needs four layers. The first is content: text, tables, images, audio, video or structured datasets. The second is description: who created the material, when, by what method and for which period. The third is trust: source status, quality checks, version history and correction records. The fourth is access: what is open, licensed, research-only, restricted or protected. Without all four layers, a digital archive may be large but remain economically and scientifically weak.
Georgia’s most persistent challenge is fragmentation. Official statistics may sit in one system, company disclosures in another, research papers in institutional repositories, cultural heritage in archives and museums, and social chronology in decades of news coverage. Each source is valuable, but without trustworthy links the country cannot produce a coherent picture. AI systems then tend to use the source that is easiest to retrieve rather than the one with the strongest evidence.
Economic Data: From Reporting to Productive Infrastructure
The value of economic data is the easiest to observe. Prices, employment, trade, finance, corporate reporting, property markets, tourism and regional production are not merely figures collected for government reports. They are raw material for private innovation. Connecting them can reveal sector risks earlier, lower the cost of market analysis for smaller firms, clarify regional opportunities and help financial or managerial agents reason within Georgia’s actual conditions.
Georgia is not starting from zero. According to the Open Government Partnership, the government created data.gov.ge in 2016 so businesses, civil society and citizens could reuse public data and develop applications and services. That was an important foundation. A portal alone, however, is not a national data infrastructure. Sustainable value requires regular updates, shared metadata, machine-readable formats, stable links, application interfaces, version history and clear rules for safe use across sectors.
Economic value is often lost not because data is entirely absent, but because it is difficult to reuse. A table buried in a PDF, an indicator disconnected from its methodology, a historical series erased when a new file appears, or inconsistent company names across databases all increase the cost of automated analysis. Minor technical weaknesses become research costs, delayed decisions and AI errors.
Cultural and Historical Data: Memory That Can Work
National digital capital cannot be limited to economic indicators. Cultural and historical data determines how future generations and global technology systems understand Georgia. A high-resolution scan of a manuscript is important but insufficient. It should be connected to a transcription, date, author, location, language, subject description, related people and events, usage rights and a persistent citation address.
UNESCO’s Charter on the Preservation of Digital Heritage treats cultural, scientific, educational and administrative resources created or converted into digital form as heritage requiring deliberate protection. Digital objects can disappear because of technological obsolescence, unclear responsibility and weak legal frameworks. The warning is highly relevant to Georgia, where historical knowledge is dispersed across institutions, countries and formats, while parts of oral and local memory have yet to be recorded systematically.
Reliable digital collections also have economic uses. They support education, tourism, publishing, film, games, design, translation and international scholarship. Commercial reuse, however, must respect rights and equitable participation. Treating data as national capital does not mean declaring culture free raw material for anyone. It means designing rules that reconcile preservation with legitimate use.
Scientific Data: Making Research Reusable
Research loses much of its value when data, methods and limitations remain on a personal computer or in a one-off report. UNESCO’s Recommendation on Open Science frames access to scientific knowledge, research data, software and infrastructure as a way to accelerate progress. For Georgia, publicly or institutionally funded research should, where law and ethics permit, include citable datasets, methodology, metadata and a long-term preservation plan.
In a connected infrastructure, science can also interact with other domains. Climate research can connect to agriculture, health and regional economics; education research to labor markets and company demand; historical demography to contemporary migration. Common standards do not remove methodological caution. They make it easier to see whether two indicators can be compared and where their limitations differ.
Language Data: Georgian in the AI Economy
Georgian is a special layer of national digital capital. An economic or historical document may exist, but if its text is not machine-readable, its terminology is inconsistent, dialectal and contemporary use is poorly represented, or parallel translations are misaligned, AI cannot use it effectively. A model may improve at producing grammatical Georgian while its substantive knowledge of the country remains shallow.
Language capital includes text corpora, dictionaries, terminology databases, aligned Georgian-English material, audio and transcripts, standardized names, dialect resources, evaluation tasks and error catalogues. Together, these assets support translation, speech systems, search, education and Georgia-adapted AI agents. Language policy therefore becomes an economic-competitiveness policy.
BTU’s Georgian Knowledge Bank as a Working Model
The Georgian Knowledge Bank developed by Business and Technology University is a practical implementation of this vision. It connects multi-year official statistics, central-bank and economic data, structured information about Georgian companies, long-running media archives, digitally AI-processed consumer studies, knowledge on the agentic economy and management, and Georgian contextual material. The objective is not to merge every source into one file, but to build trustworthy relationships across sources.
Within such an environment, a statistical indicator can remain linked to its official source, period, methodology, sector interpretation and relevant chronology. A company record can connect to a reporting period, business activity and historical context. Behavioral material can carry explicit boundaries on its use and links to appropriate agent tasks. This allows an AI system not only to retrieve an answer, but also to assess the strength and timeliness of its evidence.
BTU’s role is therefore broader than repository administration. The university adds a research and methodological layer: a hierarchy of sources, cleaning rules, separation of fact from interpretation, update cycles, Georgian-English adaptation and evaluation tasks for AI systems. The same infrastructure supports BTU’s work on teaching Georgian to AI through machine-readable content, contextual enrichment, terminology, evaluation and specialized knowledge for agents adapted to Georgia.
The model also indicates how a national system might operate. Government, universities, companies, media and cultural institutions retain responsibility for their data, while shared standards permit secure discovery and reuse. BTU can serve as one research node, but national digital capital should never become the property of a single organization.
Five Practical Starting Points
A realistic first stage can be built around five connected actions. First, create a national data catalogue – not a warehouse holding every file, but an accurate map of what exists, who is responsible, how frequently it changes and under what terms it can be reused. Second, establish common metadata and identifiers so that the same company, place, historical person, sector or indicator can be linked across databases.
Third, develop high-value data spaces for the economy, culture, science, language and public administration. Fourth, create trust infrastructure: quality assessment, versioning, correction channels, provenance, licensing and ethical oversight. Fifth, activate use through research projects, Georgian AI agents, business services, education and cultural products that demonstrate preservation and productive reuse are compatible.
According to BTU researchers, the most important measure of national digital capital will not be the number or total volume of stored files. Real value will appear in how quickly the country can produce a trustworthy answer, reproduce research, create a new service, cite a historical source, improve Georgian-language technology and correct an error across every downstream system that used it.

For a small country, data capital can partly offset a lack of scale. Georgia cannot build every technology or match the volume of the English-language world, but it can create high-quality knowledge about its own economy, culture, history, science and language. That knowledge can improve public decisions, business productivity, international research, cultural industries and the country’s visibility in AI systems.
Conclusion
Georgia should treat data not as an isolated by-product of agencies, archives, companies and universities, but as connected national capital. On an inertial path, valuable materials will remain fragmented, some will become obsolete, some will disappear, and AI systems will answer questions about the country from incomplete evidence. The alternative is a distributed, trustworthy and continuously updated knowledge infrastructure in which BTU’s Georgian Knowledge Bank and its work on teaching Georgian to AI can serve as one practical research node. National digital capital is not a one-time project. It is a lasting national capacity to preserve knowledge, connect it and transform it into new value.
