In the AI economy, company size no longer maps neatly onto capability. With frontier models, cloud infrastructure and ready-made development tools, a five-person team can build products that once required several departments, substantial capital and a long technical cycle. Georgia therefore does not need to copy a frontier AI laboratory. Its more realistic opportunity is to attract and retain compact, unusually capable teams that solve international problems quickly.
A Wall Street Journal analysis of rapid talent movement in AI shows how the departure of a handful of senior specialists can become the nucleus of a new company. They do not lawfully carry away an employer’s proprietary code or confidential data. They do carry accumulated know-how: how to ship products, evaluate models, recruit, raise capital and sell globally. That institutional experience is a small team’s most valuable asset.
Georgia’s proposition should not be cheap labour. Cost advantages erode. The opportunity is a compact environment in which a team of three to seven people can register a company, obtain compute, recruit local engineers and domain specialists, run a first pilot and begin selling abroad within weeks rather than months.
Why small teams became powerful
AI compresses both development time and organisational distance from idea to market. Code generation, testing, interface prototyping, basic research and parts of customer support can be automated. Human value shifts from headcount to capability density. A technical lead, a domain expert and a product-commercial lead can form a more effective core than dozens of generalists.
Small does not automatically mean successful. Without a real problem, lawful data access, a first customer and international distribution, low burn merely prolongs failure. An ecosystem should therefore be judged less by offices and events than by the time a team needs to earn its first revenue.
An export-first model for Georgia
Georgia’s small domestic market is both a constraint and a discipline. Local demand will rarely sustain a specialised AI product at scale, so companies should begin with international pricing, English-language sales and architecture that travels. The plausible route is not another general-purpose model but a narrow, high-value solution: trade-document processing, financial compliance, hospitality operations, cybersecurity or knowledge infrastructure for smaller languages.
The country already has foundations. The World Bank reports that the GENIE project financed 138 startups, created 2,127 jobs and catalysed more than $105 million in private financing by its 2023 closing. Startup Genome’s 2024 review points to GITA grants and technology parks, an angel network and the 500 Global accelerator. The next task is to adapt this base to complete teams with international operating experience.
What Georgia should offer a complete team
Talent policy usually targets individuals through residence, tax and workspace. An AI company needs more. High-level specialists move with co-founders, trusted colleagues and families; they need legal clarity and access to capital. Georgia could develop a team landing package for three to seven people: rapid administration, cloud credits, practical help with intellectual property and equity, access to local talent and a first pilot.
The most valuable component is not a grant but a customer. A bank, logistics company, hotel, university or public body should be able to buy a small, clearly scoped and safe pilot. A successful test gives the team revenue, real usage evidence and the reference required for international sales. A fast mechanism for experiments in public procurement and corporate innovation may be more valuable than a one-off award.
Seed grants can produce a prototype; global sales, security certification and retention of senior talent require a financing path. Georgia needs stronger links among local angels, regional funds and international venture capital, supported by predictable rules, fast contracts, workable employee equity and enforceable intellectual-property protection.
Talent, data and trust
Compute matters, but unique data and domain knowledge are often more defensible. Georgia can create secure test environments where products are evaluated with de-identified or purpose-built data close to real workflows. In finance, health, education and public services, data access is not merely technical; it is a matter of trust and accountability.
According to BTU researchers, Georgia’s competitive model can combine four resources: a small team with international experience, local technical talent, domain expertise and trusted data infrastructure.
Trust must be part of the product. From the start, even a small company needs data classification, model evaluation, human oversight, incident records and a clear stopping rule. Less bureaucracy does not make the consequences of failure smaller.
Diaspora and flexible mobility
Georgia’s technology diaspora is a major asset, but policy need not demand permanent return. Seasonal presence, co-founding, mentoring, remote technical leadership and overseas distribution can transfer knowledge without requiring full relocation. A Georgia-based team with a commercial or technical leader abroad can connect local production to a global market.
An ecosystem must also tolerate fast failure. Not every team will become a large company. The objective is for failed projects to leave knowledge, networks and people in Georgia, so that the next team starts from a higher institutional base.
What success should measure
Success is not the number of participants, events or grants. Better measures are the teams still operating in Georgia after two years, first foreign revenue, pilots converted into paid contracts, local specialists joining international teams, follow-on financing and export revenue per team. These metrics move policy from activity to outcomes.
Conclusion
Georgia can reach large markets through small AI teams, but not through low taxes, cheap offices or one-off grants alone. Strong teams remain where they can build quickly, win a first customer, protect intellectual property, raise the next round and sell globally.
The country’s advantage can be the speed of connection: a few senior specialists, local engineers, domain experts, trusted data and a first buyer in one compact ecosystem. If that connection becomes repeatable, Georgia will not need to attract every large technology company. It will need to make it unusually easy for the right teams to build the next one.
